who do I complain to, about a phone call I recieved from Microsoft?

I received a call from Microsoft, saying my computer is at risk and my warranty is running out. I bought my computer in May of last year. He was able to access to my computer. Saying I have alot of Malware, etc. that is slowing it down. Then he gave me

a choice of what I wanted to pay, to for it to be reinstated. I just want to know who to call, so it won't happen again.
