why are the thumbnails within folders just blue squares instead of actual thumbnail

in windows xp i could see the actual thumbnail to tell what pictures where where.  in windows 7 all i get is a blue rectangel,.  what happened to the thumbnails?  also there is no thumbnail option in the dropdown options on the right.
