"Windows Defender is off" but I have MSE installed and I cant uninstall W,D. ?

I keep getting a window at start that says "Windows Defender is off" but I have MSE installed and I cant uninstall WD ?

It is not in programs and files,

I try to set it to 'Disable, and Manual' but when I restart same windows appears ?
