This is a Windows XP question. I don't see a forum for Windows XP, so I hope I can get help here.
The address bar in Windows Explorer refreshes about every 5 seconds so that I usually cannot enter an address without pasting it in and quickly pressing the Enter key. I have no idea how the refresh rate ever got that high, but I would like to change it.
