Freeware disk encryption

Anyone know of a freeware disk encryption system that supports:

- on-the-fly encryption / decryption

- command-line mounting (or some other API)

- NON-DESTRUCTIVE encryption of NON-SYSTEM whole disk

 

I've looked at TrueCrypt - it is almost what I need, but doesn't do non-

destructive whole disk...
