You haven't told us anything except that you have some users running some version of Vista. If you have a domain, use Group Policy applied from the server. If you have a Workgroup and Vista Business/Enterprise/Ultimate use GP on the workstations. If you have a Workgroup and Home Editions, consider MS SteadyState. Etc.
