Gimp and DLL issues~HELP!

EVERYONE has Gimp, it seems. However, when I try to open the Gimp that I

downloaded I get this message:

 

It appears that you are using GIMP for the first time. GIMP will now create

a folder named 'C:\Windows\system32\config\systemprofile\.gimp-2.4' and copy

some files to it.

Cannot create folder 'C:\Windows\system32\config\systemprofile\.gimp-2.4':

Permission denied

 

Why is permission denied and why am I having trouble lately with my

Windows/system 32 folder a LOT lately? I can't load my Adobe Photoshop or any

of my Adobe filters for Irfanview, though I could just last week. I have an

updated virus and spyware program and I have run it. Still having problems

with DLLs, and still confused about how to run things as administrator. HELP!!

1) Well, run it using Run As Administrator the first time.

2) Disable UAC and enable it again when you're done.
