Windows Firewall and WF with Advanced Security rules not working

When Windows Firewall altered me that it blocked a program and I chose

to to block it, the program was still allowed to send traffic.

 

I tried manually blocking the program by making an Inbound and

Outbound rule in the Advanced Security console, but this isn't working

either.

Does anyone know why the Firewall seems to be failing?

The first image reads "incoming connections" are to be blocked.

Sending traffic is allowed, receiving traffic is allowed, only the

incoming connections are disallowed.

I thought that was the problem too, so I created an outbound rule in

the Advanced Security console. But this didn't help.

 

Here's my outbound rule...mirrored in the inbound section:

I can't see that very well, but no matter - I probably can't help

you with this bacause I haven't played with the firewall much.
