Only domain admins can install?

Is there another security group that can do installs of 'any software' on

'any computer within a domain' - OR - is it possible, that ONLY a member of

Domain Admins can do this?

Local administrators

... to some extent ...

Local power users

 

Joining a domain does not eliminate local accounts/groups (except on domain

controllers.)
