Start Search ???

 

It is Start\Run and then type in control userpasswords2

The control userpasswords2 is meant for XP although it does the same as

NETPLWIZ in Vista. The correct way in Vista is:

 

START | RUN | Type netplwiz & press ENTER. Uncheck the box users must enter

a user name and password to use this computer
