security options for maintaining home page of MY choice!!!!!!!

My home page is att.net, this Bing search engine keeps taking over as my home page even when I choose NO on the pop up box asking if I want to change home pages, I have to change my home page back to att twice a day and its getting old, what do I do? This has been going on for about a month now.
