I have done microsoft scans and they show no viruses , but I keep getting po ups for PC...

I dsownloaded a PC Cleaner site to see if I had a virus because I couldn't open Facebook videos because they said I needed an Adobi update. I was able to eventually update and view the videos, but every time I turn on the machine I get a pop up for PC Cleaners saying I have 1700 or more areas that need cleaning and it will cost $50. Can you help? I have been told that I need to reprogram my computer with the backup disc , but that I will loose all the programs which will cost me a lot of money! HELP!
