Pop-up hi-jacking?

Every time I transition from one site to another, I get a pop-up that takes me away from the page I was on. It interrupts me, but is usually an advertisement related to where I was or my destination. It is becoming REALLY annoying to have to stop and shut it off. MS Essentials hasn't caught it, and AVAST doesn't think its a virus. What is it and how can I stop it?
