random display Asian character file names as square

We just roll out deployment of Windows 7 Ultimate x64 SP1 and Office Professional Plus 2010 SP1. We got this complains from many users.

After system boot, sometimes (randomly) double byte Asian characters in file names are shown as square. Same for, title bars, dialog boxes, across all Microsoft products. Folder and file names, IE 9 favorite, Chrome browser 17, Safari 7 bookmarks Asian character names all show up in a square .

Only exception are FireFox 10 bookmark correctly shows double byte characters without any problem.

"Randomly", we mean one time one system power up, all Asian character shows up fine. But randomly next time, all the same Asian character shows up as square. Session of Asian character appearance in file names are set at beginning of boot.
