Police central e crime unit ransomware virus

My windows Vista has been infected by the Pceu virus. The computer is locked and it is not possible to get past the desktop on start up. The scam pceu page showed up initially but no longer shows. On start up windows goes to the desk top and after clicking on a program icon it starts to open programs but then stops completely after 2-3 seconds leaving several partially open windows on the screen. I have run MS security essentials scan (full scan) and the Windows malicious software removal tool scan while the computer is in safe mode, several times. Both scans said there was no files infected and yet the pc is locked and I cannot use any software on it in normal mode. What can I do next? Thanks.
