why does bootx64.efi downloads twice in pxe

I am setting up a Ubuntu server for efi PCs to netboot winpe.

I had draged the newest winpe and bootmgr out from ADK to set up pxe for efi PCs.

The steps was pretty much same as before.

Just need to set up the dhcp's filename to /EFI/Boot/bootx64.efi and start the client PC, then I am able to boot into winpe.wim

However, I checked wireshark for the files download from sever.

I noticed that after BCD is downloaded, bootx64.efi is downloaded again, and then boot.sdi and boot.wim starts to download.

I would really like to know why bootx64.efi has to be downloaded twice.
