Restore flashing cursor

Hi, can you tell me a quick way to restore my cursor so it flashes? AT the moment it doesn't blink but I'd prefer it if it did. Any suggestions?

I'm sure there is a keyboard shortcut which will take you to where the instertion point is but I can't remember it? Is this true or have I imagined it?
