blocked startup program

I may be in wrong place to find answers if so I apoligize and any direction and or help will be greatly appreciated. Everytime I turn computer on get warning "Windows has blocked some startup programs" when click to view or run blocked program says program is MICROSOFT SECURITY CLIENT USER INTERFACE I have checked startup program list and the box for this program is checked to run and I am administrator and have not blocked this program? Not sure if it has anything to do with it but also tells me windows defender is turned off and am unable to turn it on and everytime I try to get help first thing I get is Mr Fixit yet everytime I try to run it it "encounters a problem and must close please try again at another time!!" I have windows vista 32 was installed on computer when got it any help would be appreciated and would help prevent computer from being thrown out window!! Thank everyone in advance for helping an idiot that dont understand computers to start with
