If a file has been quarantined by MSSE, is it really off of my computer?

When files are Removed or Quarantined by 'MSSE' are they truly off of your computer? Three files in my history, Two files were removed; the third was just quarantined and, it was: { Trojan:JS/Iframe.AO }. This file had me locked up to where anly a 'Forced PowerOff' and reboot got me back. There had been a warning window that I believe just mimicked MSSE asking you to go elsewhere to a non-microsoft site to download the tools to fix the issue. What a mess. Seem to have it under controll.

 

So how do I remove this item that has been Quarantined, and is it really off if it has been removed?

 

I have that program CCleaner, it is a great product to assist MSSE. The big thing,... "Just don't panic."
