WMS Idle message apperas when outlook is closed and then windows is shut down

Running Outlook 2010 Standard on Windows XP SP3 fully patched computers.

When Outlook 2010 is closed it the closing icon sits on the taskbar forever and if the computer is shutdown by the user then a WMS Idle is not responding dialog box will popup. It can only be cleared if End Now is clicked. The issue has only appeared sincve either cleasn install of office was done or Office 2003 was upgrade to Office 2010.
