How can I validate a digital certificate for a .dll from a computer that's offline?

We have a network of engineering computers that is isolated form the Internet for safety/security reasons. New software we just installed is based on Microsoft's .NET framework, and we finally traced our horrendous lags to a series of ports being opened up to Verisign and CyberTrust and found out that some of the new .dll's have digital certificates that the system is trying to validate. The software vendor says that it is not anything on their end, but is an OS policy/requirement that they seem unable to help solve dispute our annual service agreement. How can I get around this without connecting the computers to the outside world? Is there something I can disable on my end, or something that I should request from the software vendor? All computers are currently running WinXP SP3 with plans to upgrade to Win7 in the near future. They are all a part of an office domain. They access a common MAC file server running OSX 10.4.
