my HTc tilt # ATT phone is not being recognized with laptop window 7 dell system

my lap top was able to recognize the mobile device when connected via usb port, not it is not recognising it . when i open window mobile application program . the main status shows not connected

 

should i try to reload this window mobile application ? if yes then where from , please send the link .
