Are the download links provided above for either OEM or RETAILED Windows version?

I have product keys for Retailed Windows & OEM windows (pre-installed on Asus laptop).However, they are both Windows 7 Home Premium without SP.

I wish to download the X17-24209.iso if it could be used for both PC whenever I need to reinstall windows (without installing SP1 seperately).
