How do I stop the annoying dis-able add-on box evrytime I start IE9??

The annoying add-on box starts everytime I start IE 9 asking me if I want to dsiable add-ons. The only thing it lets me do is delay the pop up box. There has to be another way to stop this because I just cannot use this browser.
