bootmgr is missing with no system files to boot from CD

I have purchased a new lap top with no system installed. I was installing my Windows 7 when the computer went off on rebooting I got the message bootmgr is missing. No matter what I try I cannot move past this. I believe that the CD is not engaging on start up so I unable to boot from there. Has anyone any ideas how this may be overcome.
