Windows Defender won't turn on

I cannot download anything from the internet (attachments from my emails or from my university online materials etc) so I've tried repeatedly to turn Windows Defender on.... it doesn't, but says to restart my computer will sort the problem out

I've restarted it 3 times now and it still isn't and will not turn on

It's coming up to exams I need to be able to get these materials for revision

Help!!
