Cannot Install Microsoft Security Essentials Error Code 0x80070656

Computer is an HP with the AMD processor.

Operating system is Windows XP Home Edition.

Installed sp37394.exe for AMP processor.

Service Pack 3 installed normally.

There have not been any antivirus or antispyware programs installed.

Windows Installer service is running.

Downloaded the correct version from the Microsoft "I can't install Microsoft Security Essentials" website.

Started Windows in Selective Startup Mode.
