New user profile sets up, but no menu bar!

I have a small business server 2011 domain, and it's working fine. One user seemed to be fine, and then I wanted to set the user up on another pc, so I created and account for him and logged on. There seems to be some problem because during setup it tells me that it ispersonalizing settings (setting up browser preferences and media preferences and so on), but after a long time, it never gets to making the start menu tool bar. Therefore I cannot work in the user's profile , even though this user's profile is working normally on all other domain computers where it has an account.

I guessed that there was something wierd with the user's profile, so I removed the user, and then logged in again to create the user again, but the same thing happened.

Anyone know this problem, and have a way to really remove and reset the user, or get it so the user can fully log in and show the start menu bar?
