DOS Command "dir" displays correctly of file name with double byte, while "ls" dosn't

I have such an environment:

Windows XP pro SP3 english version, installed with Japanese language package.

Control panel->region and language->Advanced tab, choose Japanese as the language that non-Unicode program use.

I have some files, whose name containes double byte Janapnese characters.

In Windows explorer, the file name displays correctly. In command prompt, dir command displays the file name correctly, while ls command displays the file names in corruption.

I am wondering why ? Ls using different encoding, or some thing else?
