How do I repair a registry issue in my hp netbook that keeps it from booting properly?

I am having a problem starting my netbook in normal mode. I can only start it in safe mode. When I did a diagnostic I was told that I had a corrupted registry.  The screen is totally black with a white cursor arrow showing.
