Lapop will not boot-up

I have an Acer laptop running Windows 7. 

When I power up I get a window with F2 to enter setup or F12 to change boot device.

 

Neither responds and the window closes in a few seconds, then cycles through to start-up again with that same window.

Any suggestions?
