original title: How can these callers say they are receiving messages from my computer that are telling them I have malicious junk that could crash my sytem?

I have been getting calls from (a person claiming to be a Windows Operating Systems Tech) who speaks very bad english and wants to run a Free test to show me that I have problems.. While it is true right at this moment my Internet Explorer is running slow,

I have installed Windows Essentials and my local tech tells me that is fine.. I do not spend a lot of time "surfing" - I have other things to do with my computer time... Is this a scam ? or is it for real?
