"How Do I Get M.S.E. Back?"

I chose "Defender" in lieu of "M.S.E." when it simply vanished. "Defender" seems useless but a Microsoft Tech. told me "Defender" is just as usefull & both can't work in tandem. I don't agree & want "M.S.E." back but it won't install & I get the same "8004ff83"

error code like the others. Any ideas?
