My Windows Live Mail was working fine and then suddenly shut down. Now I get a message "An update is

 I ran my Norton Full System scan and found only 2 cookies.  I ran Microsoft Safety Scan and selected full system and it found nothing.  Yet when I try to open Live Mail the blue circle starts as if it's trying to open and then I get a message that says

"An update is required" "Click to install the lasted update for Windows Live Essential".  When I checked my updates they were current as of today.  I also when to microsoft.com to find updates and I have them all.  I'm concerned about clicking on this install

window.  Is it common that Windows is forcing me to install an update in order to use a program?
