Why do I have 2 document folders? One is in c:\documents and Settings and the other in c:\users

I have 2 folders in Windows 7 and they appear almost the same. One is c:documents and settingsnameMydocuments and the other is c:usersnameMyDocuments. Can I move all the files over to the c:users folder and then delete the c:documents and settings

folder?
