Can I upgrade my video card if I have a windows 7 OEM OS?

So basically I built my computer myself and have Windows 7 64bit OEM installed. I'm know that there are restrictions on what hardware you can upgrade on an OEM OS. I'm pretty sure RAM is ok. But if I want to get a knew video card (looking at the GTX 680)

I think I have to install it and then get it reactivated.

 

My question is how do I do this exactly, what the process for installing new hardware.

 

While I'm at it I may as well ask this as well: What hardware can and cannot be upgraded on a Windows 7 OEM operating system without it being deactivated and if it is deactivated how do I get it reactivated.

 

Also what happens if the OS is deactivated? What are the limitations and such?

 

Thanks for your help and sorry if this info was already available. I did search first but could only find vague mentions of the info I was looking for.
