Windows Vista: When trying to reinstall Security Essentials i get error 0x8004FF01; restarting compu

I started getting Error code 0x8007064e every time computer is restarted; Tried to delete extra anti-virus programs and reinstall Security Essentials... got error 0x8004FF01. Also can't use Add/Delete Programs utility either from command line or from Control panel. Most of the programs do not show the option to delete or change. View this thread
