If the assistance from foreign nationals had of been accepted, most of them could have stayed in the squalor, rather than those surviving being decamped to other centres. Very badly mismanaged is how that particular catastrophe will be recorded in history. In the PNAC vernacular, it was a successful venture. Quote Persevere, it pisses people off.

The real solution would have been to tell the dumbfucks to sink or swim. Somehow Galveston and San Francisco got rebuilt, in a prior century, without much outside assistance.
