Couch Denver Post Staff Writer Article Last Updated: 07/17/2007 03:15:56 AM MDT http://www.denverpost.com/news/ci_6391535 Colorado's system for providing safe and stable homes for foster children remains flawed five years after a critical state auditor's report, according to a new report released Monday. The auditor's office reviewed 128 foster-parent files and determined 103 of them were missing key documents related to foster parent training requirements, criminal history checks and involvement in family case planning. Auditors also found that the Colorado Department of Human Services "provides minimal supervision over county decisions to continue using foster parents that have abused or neglected children." The new report prompted an apologetic response from the Colorado Department of Human Services. "There is no excuse for not doing what we committed to do five years ago," said Liz McDonough, spokeswoman for the department. "We will not see audit findings that are repeated year after year after next," said Karen Beye, who became director of the Colorado Department of Human Services earlier this year. In some cases, the system failures produced tragic results. The audit does not name the foster parents or children, but it provides details of those failures. In September 2002, in one foster home, a foster child sexually abused three other foster children. The parents did not provide separate sleeping quarters for the perpetrator after the allegations. In December 2004, in that same home, the foster parents' 22-year-old grandson committed sexual abuse against a foster child. The home was closed. In another foster home, in December 2003, a foster child died of flu-like symptoms and an infection caused by getting a hair tie stuck in her trachea. That occurred after the county found there were cases of neglect. "Our findings suggest that the counties and the (child placement agencies) are not adhering to basic procedures for certifying quality foster homes and that the department is not providing sufficient oversight ... ," the report says. (NCCAN) Recent numbers have increased significantly for CPS Perpetrators of Maltreatment Physical Abuse CPS 160, Parents 59 Sexual Abuse CPS 112, Parents 13 Neglect CPS 410, Parents 241 Medical Neglect CPS 14 Parents 12 Fatalities CPS 6.4, Parents 1.5 Imagine that, 6.4 children die at the hands of the very agencies that are supposed to protect them and only 1.5 at the hands of parents per 100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined. CPS nationwide is guilty of more human rights violations and deaths of children then the homes from which they were removed. When are the judges going to wake up and see that they are sending children to their death and a life of abuse when children are removed from safe homes based on the mere opinion of a bunch of social workers.
