What you fail to understand is that you have not removed the supply. If
you have a dealer who is already committing felonies by participating in
illegal sales, then passing one law is not a deterrence. He will simply
break that one also. If I have a supply of 300 guns (a small dealer) and
am committing several felonies in the way I am selling them, one more law
won't work. Why do you persist in thinking that simply passing one more
law will suddenly make a criminal pay attention and stop breaking the
law?

month won't change that.
