Not if there are NO JOBS. That is easy:

Fine Employers:

$100 first offense for each illegal
$1000 second offense for each illegal
$10000 third offense for each illegal
2 years prison for every Executive and Hiring Manager in the chain
of
authority for each subsequent offense for each illegal

Disallow ALL non-emergency services for illegals also. Set the broken
arm sends those with long term illnesses HOME.

It doesn't solve the whole problem but it solves one of the sub-issues and
problems, and reduces the overall motivation.

How many elected officials have you found that will support such a
bill?
