location
access to natural resources
community spirit/politeness of the folk
effective police/low incidents of crime
decent educational facilities with creative teachers(not monotonous drones that taught me..with the exception of "Judy"
entrepreneurial spirit/with capital investment(only folks that will re-invest in the town welcome)
banks/low interest rates on loans home and business
Historical significance/Taken advantage by entrepreneurial investors
Decent roadworks and maintenance(utmost quality control)
effective local council(transparency and accountability)
events organising committee/parades and stuff
Decent telecommunictions infrastructure/internet access/etc
Types of shops in malls
recreational facilities for kids
Types of bars
Types of churches (instill moral character and all that jazz)
Quality of Hotels and motels(word of mouth in tourist circles is a killer and could make or brake a town)
A descent library(the bigger the better with online services
Scholarships funding committee/or access to(anonymous donors welcome)
Environmental issues addressed
polution policed and strict environmental bylaws enforced(Aesthetics of the business interior and exterior is critical..so no eye sore businesses with toxic waste dumps or wrecking caryards
Everything is about quality and accessibility and tranparency and financial accountabilty and pride in your community
If corruption can be controlled and eliminated ..so there is no conflict of interest..great
Oh **** the list goes on...Your town would see a significant change in demographics and income if these factors were properly addressed.

The appearance of burger king or wendy's or whatever popular fast food chain there is..will tell you that you are doing something right.
The difference would be between town and city is that the above mentioned factors or facilities ...in fact most of them are not available :-(..(I'm just brainstorming so don't debate me)

Types of shops in malls, we have a mall but its more of an indoor shopping center with a handful of stores (they tore our granite post office down for this)
