Let me explain the reason why George I did not take out Saddam. Standard balance of power politics. Iraq balanced out Iran. Regime change, particularly to a democracy, would increase Iran's power. Sadly, George II followed a Woodrow Wilson, Jimmy Carter type human rights based foriegn policy. You see the results.
