i don't know...i reject to call them metal bands and i don't listen to them...
to me industrial is just rock cobined with cubase pro tools..
no offense tho.

edit...yeah..we can insert Korn's Syotos as an industrial album
 
If you don't know, because I do listen to a lot of Industrial both Metal, Rock and EBM, you should listen to it first. >_> Not to mention that Industrial is by in large any underground scene. So you'd have to dig for them. Not really surprised you don't think of them as metal since the metal community "from what I've seen" doesn't either. It's similar to Nu Metal in the idea that it stands on it's own and has it's only following independent of the Metal community. It's actually in many ways a part of the Goth scene, or to be more exact Cybergoth scene anyway.
