Your vocabulary greatly exceeds your knowledge of the constitution. The necessary powers of the federal government are in Article 1 Section 8. The limitations on the federal government's powers did not mean anarchy. The states had the power to punish criminals pretty much however they saw fit. The bill of rights did not apply to the states before the 14th Amendment and subsequent court decisions that expanded the 14th way above the intents of it's authors. There is nothing in the Constitution granting felons the right to vote.
